User Agreement (Public Offer)

1. General

1.1. This Agreement is a public offer by [Operator legal name] (the "Operator") setting the terms of use of the ProstoCard service (the "Service") available at prostocard.online.

1.2. The offer is accepted by registering in the Service or paying for card issuing.

1.3. The Service is available to individuals aged 18 or over with full legal capacity.

1.4. The Operator is not a bank, credit or payment institution and does not open bank accounts. Cards are issued, transactions processed and limits set by the issuing bank — [Issuing bank], [Issuing country] (the "Issuer") — under its own rules.

2. Subject

2.1. The Operator provides: arranging the issuing of a virtual USD card in the user's name by the Issuer; access to a personal account to view card details, top up and manage the card; information and technical support.

2.2. The card is valid for 2 years from issuing.

3. Price and payment

3.1. The issuing fee depends on the plan and is shown on the Website at the time of payment. Current plans: Subscriptions — 1,490 ₽, Universal — 2,790 ₽.

3.2. The issuing fee is paid once, in rubles, via the Faster Payments System (SBP).

3.3. Top-ups are made in rubles via SBP. The resulting USD amount and applicable terms are shown before the user confirms the top-up.

4. Rights and obligations

4.1. The user agrees to provide accurate data, keep card details and account access private, not use the card for transactions prohibited by law or by the Issuer's or payment network's rules, and comply with laws applicable to card use.

4.2. The Operator may suspend access if the user breaches this Agreement, at the Issuer's request, or where required by law.

4.3. The Operator agrees to provide the services in good faith, keep the account available and respond to user requests.

5. Limitations

5.1. Whether a payment to a given merchant succeeds depends on that merchant's and the Issuer's rules. The list of services on the Website is for information and does not guarantee a payment.

5.2. The Operator is not liable for actions of merchants, services or payment networks, or for declines beyond its control.

6. Refunds

6.1. If the card is not issued for reasons attributable to the Operator or the Issuer, the issuing fee is refunded in full within 10 business days of the request.

6.2. Once the card is issued and its details are available, the service is deemed rendered and the issuing fee is non-refundable, except as required by law.

6.3. Refunds of the remaining card balance follow the Issuer's rules; the Operator assists the user.

7. Liability

7.1. The Operator's total liability is limited to the issuing fee paid by the user unless the law provides otherwise.

7.2. Neither party is liable for force majeure, including acts of public authorities and payment networks.

8. Claims and disputes

8.1. Claims are sent to product@prostocard.online and reviewed within 10 business days.

8.2. Disputes are resolved by negotiation, failing which in court under the laws of the Russian Federation.

9. Personal data

Personal data is processed under the Privacy policy.

10. Changes

The Operator may amend this Agreement. The new version takes effect on publication and does not apply to services already paid for.
